What if it could be the other way around? What if you could have an offer? What if you could drive traffic to that offer and those who are interested in your services contacted YOU?
It will require you to build a website (or funnel) with the right copy and the right offer so people get interested, fill the form, schedule a call with you, and decide to work with you (instead of you with them).

But once you have that website or funnel, you need to send people there. You need traffic. You need visits, leads.
